This is the interest rate that depository banks charge other banks for overnight uncollateralized loans. The Federal Reserve sets the rates based on inflation and economic growth. When inflation is low and growth needs to be stimulated, such as during recessions, the Fed will lower rates, but when inflation increases, the Fed may seek to slow consumption by increasing the rate.
